I don't think there is one “big bad” in this scenario. There is an economical reason why the Government allows this to continue, there is a lot of wealth in the £ and it needs to be propped up through low cost labour.
I think it's not playing out as the government expected and there is more cost/people than expected using the benefits system which is now increasing debt.
I think if you have a large influx of people who do not want to integrate, don't like or have cultural grievances and only use the UK as a financial transaction, then there is increasing risk of societal discontent.
Ultimately, the people in charge are less bothered about identity and more concerned with power and control. As Labour are seeing, you can't please everyone.
